Rosalyn Carter

U. S. First Lady Rosalyn Carter visited downtown Garland on September 4, 1978 to help break ground for major square renovations.  Flanked (L-R) by City Councilman George Drum and Congressman Jim Mattox, Mrs. Carter spades dirt to plant a flowering quince, Garland’s official flower.  Officials are currently considering further redesign of the square.
